PB Approves Capitol Loan for Heavy Equipment

The Provincial Board has granted Governor Hilario P. Davide III the authority to extend its loan application with the Land Bank of the Philippines (LBP) for the purchase of light and heavy equipment during its regular session on Monday.

Capitol renewed its application after it expired last July. The latest extension granted by the LBP will expire this month.

Vice Gov. Agnes A. Magpale earlier explained that SP members agreed to first approve the loan extension before granting Davide the authority to enter into a deal with ConEquip Philippines and RDAK Transport Equipment Inc. Magpale said that the move was decided following the advice of Provincial Budget Officer Danilo Rodas.

Last week, Capitol’s bids and awards committee recommended the awarding of the P252.6 million worth of heavy equipment contract to the joint venture of ConEquip Philippines and RDAK Transport Equipment Inc.

The company passed the post-qualification evaluation after submitting a bid price of P227.4 million, which is 10 percent lower than the budget contract of P252.6 million.

Contract with RDAK, ConEquip deferred

On Monday’s session, the proposed resolution granting Davide the authority to execute contract agreement with the company was deferred.

However, Magpale said the resolution would be submitted to the plenary for approval during the PB’s next regular session. Moreover, Board member Sun Shimura made a manifestation before the body requesting that all members should be furnished with copies of the bid documents.

Capitol plans to purchase hydraulic excavator, crawler tractor, wheel loader, motor grader, vibratory roller, forklift, man lift, self loader, dump truck, water truck and boom truck. (Kelvin Cañizares)
