Capitol Forms Council for Titling Program

The Capitol now has a Provincial Cadastral Council whose role is to act as an advisory body and give advice in the implementation of the LGU titling program.

Chaired by Gov. Hilario Davide III, its task is to help beneficiaries with titling activities.

At its initial meeting at the Dignitaries Hall, attended by Davide and Vice Gov. Agnes Magpale, local government unit (LGU)-members of the council were identified: Balamban, Consolacion, Tabuelan, Tuburan, Ginatilan, Danao City, Carcar, Cordova, and Boljoon.

Tabuelan is the only LGU whose Memorandum of Partnership Agreement, or MOPA, is still in the process. A MOPA is formally entered into with the LGU and Department of Environment and Natural Resources (DENR).

Offices whose participation in the cadastral council is believed important are the offices of the Provincial Assessor, Bureau of Internal Revenue, Registry of Deeds and the Provincial Environment Office, PENRO.

The objective of putting in place a cadastral council is to eliminate kinks under a non-systematic process, which is disadvantageous to the province.

These disadvantages of untitled lands include lower economic growth, lower job generation, poor tax collection, budget constraints, social conflict between family members, friends, and neighbors.

Earlier this year, capacity building activities were held to prepare concerned LGUs for the partnership with DENR on public land titling and assessment of the partnership with the said government department, and community mobilization in public land titling.

Plans are to put up a data bank for land titling and formulate ways to address land titling concerns with the BIR and Registry of Deeds.

Under DENR Administrative Order 211-06 section 10, guidelines for the implementation of Public Land Titling in partnership with LGUs are prescribed.
