SYNOPSIS: At 3:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 540 km East of Guiuan, Eastern Samar (10.4N, 130.6E). Northeast Monsoon affecting Luzon and Visayas.

FORECAST:
Eastern Visayas will have cloudy skies with scattered rains due to Northeast monsoon, while Western and Central Visayas, the provinces of Palawan and Occidental Mindoro will have partly cloudy to cloudy skies with isolated rains.

Strong to gale force wind blowing from the Northeast will prevail over Eastern Visayas, Palawan and Occidental Mindoro and the coastal waters will be rough to very rough. Moderate to strong winds blowing from the Northeast will prevail over the rest of Visayas and its coastal waters will be moderate to rough.
