“Wala ko magtuo nga mabalik pa ning karsadaha, kay nawala kini dihang  naigo sa linog ang Bohol niadtong October 2013, nahugno ang paglaum sa barangay. Salamat sa Kalahi-CIDSS naayo ug nabalik ang maong karsada sa Brgy. Masunoy. (I never expected this road to be restored because it was gone when the earthquake hit Bohol last October 2013. The barangay was hopeless at that time. Thanks to Kalahi-CIDSS the access road of Barangay Masunoy was rehabilitated and restored),” said San Isidro Municipal Mayor Jacinto Naraga, during the turn-over ceremony.

Barangay Masunoy’s access road was one of the 12 sub-projects turned-over recently to the Municipality of San Isidro. The sub-projects included 6 access roads, 3 multi-purpose building, 1 trading post, 1 Barangay Health Station and 1 Access road with spillway.

The community volunteers could not contain their happiness as they attended the sub-projects turn-over, witnessing the fruits of their labor and having contributed in their community’s development.

Rowela Calumba operations and maintenance chairperson of Barangay Candungaw compared the process of Kalahi-CIDSS to the usual process in the LGU implementation. “Nindot kayo ang Kalahi-CIDSS kay na empower pa ta, maka apil-apil usab tang mga babaye, transparent kini ug walay corruption. Para nako nindot ni ug sundon sa barangay ang proseso sa Kalahi (Kalahi-CIDSS is good for it empowers us. In this program, women have the chance to participate. It is transparent and no corruption. It would be a good idea if the barangay will adopt the process of Kalahi),” Columba added.

Columba led the implementation of the improvement of the 153 meters access road of Barangay Candungaw.

The community volunteers and the Municipal Local Government unit expressed their heartfelt gratitude to the government for Kalahi-CIDSS. They could not have done all these sub-projects relying only to their 20% development fund for each barangay.

Kapit-Bisig Laban sa Kahiparan-Comprehensive and Integrated Delivery of Social Services known as Kalahi-CIDSS is one of the core programs of the Department of Social Welfare and Development (DSWD) which has a main objective of educating and empowering communities and also promoting good governance. This gives the community the chance to participate in every activity in the community and to decide for their community and implement sub-projects which may answer their needs.
