Gov Gwen Withdraws Motorcycle Back-ride Executive Order

Cebu Governor Gwendolyn Garcia withdraws her executive order on allowing the back-riding on motorcycles in the province.

Executive Order (EO) No. 19 will have allowed the back-riding on a motorcycle in the whole province of Cebu. According to the EO, only 2 people (1 driver and 1 passenger) are allowed per motorcycle.

The two must also be immediate family members.

The said EO was issued by Garcia after meeting and agreeing with all 44 town mayors of Cebu Province.

Garcia said that according to Republic Act 4136, back-riding is not prohibited.

But the Department of Interior and Local Government (DILG) Undersecretary Epimaco Densing III has requested Garcia not to implement the said EO for she will face administrative cases.

“I would suggest and tell the good governor not to implement the executive order because if she does and that will actually happen in Cebu, I have no choice but to send her a show cause order,” Densing said.

But despite the warning, Garcia still stood on her decision until President Duterte told her not to implement the EO.

“If I begin to give an exception to one, I will open myself to charges of anti-graft law,” President Duterte said on National TV.

Garcia meanwhile, said that she has to respect and abide by the President. (MLC)
