Davao City LGU Establishes One-Stop Shop for Construction Permits

Mayor Sara Duterte has created a one-stop shop for the efficient and expeditious issuance of construction permits and certificates of occupancy.

Executive Order No. 12 creates the One-Stop Shop for Construction Permits (OSSCP) composed of the Davao City Mayor or her duly authorized representative as chairperson; the City Administrator as co-chairperson; and, the City Building Official, the Zoning Officer/Office of the City Planning and Development Office (CPDO), the City Assessor, City Treasurer, and the Bureau of Fire Protection (BFP) as members.

The OSSCP ensures that the processing, inspection, approval and release of construction permits and certificates of occupancy in Davao City” are without delay.”

The new office’s mandate is to give prompt and efficient assistance to all the individuals within Davao City who wish to secure construction permits and certificates of occupancy, ensure that all buildings and structures within Davao City are compliant with all the requirements and standards set by law, keep records of all the owners of buildings and structures who have complied with all the requirements; and perform other acts that are necessary to effectively and meaningfully carry out all its functions.

Before the creation of the OSSCP, a Joint Memorandum Circular No. 2018-01 was issued by the Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Department of Information and Communications Technology (DICT), and Department of Trade and Industry (DTI).

The JMC sets the Guidelines in Streamlining the Processes for the Issuance of Building Permits and Certificates of Occupancy.

One of the tasks of the OSSCP is to establish coordination among concerned offices or agencies.

Davao City’s OSSCP takes inspiration from the recently-approved Philippine Development Plan 2017-2022 which espouses “people-centered, clean, efficient and effective governance.”

Also the EO 12, establishes the Joint Inspection Team composed of the the Office of the City Building Official (OCBO) as Team Leader; City Assessor’s Office (CASSO); and the Bureau of Fire Protection (BFP).
