Napolcom 7 to Build New Office in Capitol-Donated Lot

The National Police Commission (Napolcom) 7 will soon have its office in Sudlon, Lahug, Cebu City, following the groundbreaking rites of the Commission’s two-story building on Thursday, October 5, 2017.

The 1000 square-meter area was given to the Commission in 2015 through an act of donation by the Cebu Provincial Government. The lot is situated right beside the Civil Service Commission – North extension office.

Cebu Governor Hilario P. Davide III expressed his support to Napolcom’s effort in administering the Philippine National Police (PNP) with over 147,000 uniformed officers assigned to different offices, units and regions.

“We’re just here happy to help in whatever way we can. The provincial government is behind your efforts in discharging your official functions,” Davide said.

Under Republic Act 8551, also known as “The PNP Reform and Organizational Act of 1998”, the Commission’s authority over the PNP were expanded to include the administration of police entrance examinations, the conduct of pre-charge investigation of police anomalies and irregularities, and summary dismissal of erring police officers.

Davide also recognized the efforts of the Provincial Board members headed by Vice Governor Agnes Magpale for passing the resolution No. 1776 last September 2015 which authorized Davide to donate the portion of the Capitol-owned property in Barangay Sudlon.

In his speech, Napolcom Commissioner Job Mangente expressed his gratitude to the Cebu Provincial Government, saying that having the lot will help reduce the government’s leasing expenses. Presently, Napolcom 7 holds office in a rented area along Natalio Bacalso Ave., Cebu City.

“It will be a big savings for the government. For the last decades, billions of pesos is spent for rentals,” Mangente said.

Moreover, Napolcom 7 Chief of Technical Services Division, Attorney Risty Sibay, admitted that the upcoming office will help them serve the Cebuanos better.

The construction of the building is expected to start next month and will be fully completed by 1st quarter of 2018.

“Having an office will definitely help us deliver our services efficiently, especially now that Napolcom is implementing the community and service-oriented policing system,” Sibay said.
