Marcos, AWS Explore $5 Billion Cloud Investment, Potential Philippine Region

President Ferdinand R. Marcos Jr. met with Amazon Web Services (AWS) executives at Malacañang on Wednesday to discuss a proposed investment that could bring up to $5 billion to the Philippines over the next 15 years, Malacañang’s communications office said.

During the courtesy call in the palace’s Study Room, AWS outlined plans for a potential AWS Region in the Philippines, a cluster of cloud data centers that would give local businesses, startups and government agencies faster, more secure access to cloud services. Officials said the proposal, if realized, would strengthen the country’s digital infrastructure and create thousands of high-value jobs.

“An AWS Region here would deepen our country’s digital backbone and support economic growth across industries,” a presidential statement said in the briefing released after the meeting.

Strategic push for digital infrastructure
The meeting underscores President Marcos’ broader effort to position the Philippines as a regional hub for digital infrastructure. Over the past year, the administration has courted major technology and data center investments, including talks with private developers and foreign firms about large-scale data center projects in Laguna and other provinces.

This AWS discussion follows a major May announcement in which Amazon revealed a separate $33 billion cloud and artificial intelligence infrastructure commitment across Indonesia, Malaysia, Singapore and Thailand through 2039, a plan that did not include the Philippines. Wednesday’s talks suggest AWS may now be considering the Philippines as a standalone investment destination.

Economic and national benefits
Government officials have stressed both economic and security benefits of hosting an AWS Region. Local businesses could benefit from lower latency and improved performance for cloud-based applications, while government agencies could gain more reliable, sovereign-controlled options for storing sensitive data.

Industry analysts say the presence of a major hyperscaler like AWS often catalyzes broader technology investment, from smaller cloud service providers to local startups and training programs that build digital skills.

Next steps
Officials did not disclose a timeline for the investment decision. Establishing an AWS Region typically requires site selection, permitting, power and connectivity planning, and a commitment to long-term infrastructure development.

President Marcos has been actively pursuing foreign investment on recent trips abroad, including a roundtable in Vancouver that resulted in around $2.5 billion in commitments from Canadian partners. The administration has said it aims to build a stronger technology ecosystem to attract both global cloud providers and local startups.

If AWS proceeds, the investment would be one of the most significant private technology commitments in the Philippines in recent years and a notable step in the country’s bid to become a regional digital hub.
