CSC Calls for Improved HR Management in Gov’t

The Civil Service Commission (CSC) called on government agencies to step up their human resource (HR) management systems and competencies to improve public service.

“Human resources is the catalyst to achieve the Filipino’s collective vision of a matatag, maginhawa, at panatag na buhay. The government cannot accomplish its desired outcomes when the civil servants are not fully capable, are disengaged, and lack a service-oriented attitude,” CSC Chairperson Alicia dela Rosa-Bala said.

During a media briefing at the 2019 Public Sector HR Symposium at the Philippine International Convention Center in Pasay City on Wednesday, Dela Rosa-Bala said the agency holds a critical role in attaining Ambisyon Natin 2040, which represents the “collective long-term vision and aspirations of the Filipino people”.

“We seek the cooperation of all agency heads and officials as we improve HR management in the public sector. We appeal for strict implementation of civil service rules and regulations because, in the end, we have a common goal to improve public service for the benefit of the Filipino people,” she said.

CSC, as the central HR agency of the Philippine government, has aligned its programs with the goals of the Philippine Development Plan (PDP) 2017-2022, under Pillar 1 or “Enhancing the Social Fabric (Malasakit)”, which aims to ensure “people-centered, clean, and efficient governance.”

“The CSC tackies the PDP from various fronts. In terms of business processes, we have the implementation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act, where we actively work with the Anti Red Tape Authority in making sure that government services are streamlined and the service providers are effective and courteous,” Dela Rosa-Bala said.

Republic Act 11032, signed by President Rodrigo R. Duterte in 2018, promises to reduce processing times of government transactions and raise the country’s ranking in terms of ease of doing business and overall competitiveness.

In terms of HR systems, the CSC implements the PRIME-HRM, or Program to institutionalize Meritocracy and Excellence in Human Resource Management.

Under the program, the CSC has assessed 3,137 agencies, assisted 656 others, and awarded 163 for HR systems improvement by the end of 2018. (PNA)
