Cebu City, Cebu Province, 93-1 Land Swap Deal Finally Made

After 25 years, the controversial 93-1 land swap deal came to a close as the Cebu City government and the Cebu Provincial government signed the Deed of Donation and Acceptance at the Cebu City Hall on August 3, 2018.

Back in 1993, the Cebu Provincial Government approved the Provincial Ordinance 93-1 to authorize the sale of province-owned properties to families who have been occupants in the government-owned lands spread-out in 11 barangays at Cebu City.

Though the lands were sold at a price that the occupants could afford, some of the owners still did not fully settle their obligations and some did not pay at all, prompting former Governor Gwen Garcia to recover the properties during her administration.

In 2006, Mayor Tomas Osmeña initiated negotiations with Governor Garcia regarding the 93-1 lands. The City proposed to turnover its properties in exchange for the province-owned lots that were occupied by Cebu City residents. The negotiations turned sour and did not materialize.

Now that the talks between the two incumbent leaders went through, Cebu City Mayor Tomas Osmeña and Cebu Governor Hilario Davide III signed the documents and was witnessed by representatives from the Provincial General Services Office (PGSO) Engr. Joy Yuson, PGSO Consultant Paul Entera, Provincial Administrator Atty. Mark Tolentino and Atty. Orvi Ortega from the Provincial Legal Office.

At least 5000 beneficiaries in 11 barangays will benefit on the land swap deal made by the Cebu City Government and Cebu Provincial Government.

Here are the 11 barangays that will benefit in the deal:

  • Brgy. Apas
  • Brgy. Busay
  • Brgy. Camputhaw
  • Brgy. Capitol Site
  • Brgy. Kalunasan
  • Brgy. Kasambagan
  • Brgy. Lahug
  • Brgy. Lorega
  • Brgy. Luz
  • Brgy. Mabolo
  • Brgy. Tejero

According to the Memorandum of Agreement (MOA) signed by the two parties, a total of 32 hectares of province-owned land will be given to the city in exchange of the city’s properties. The land’s sole purpose is for social housing only and the city should initiate and implement social housing programs for the beneficiaries of the 93-1 deal.

The province will also turnover its properties along Gorordo Avenue in Brgy. Lahug consisting of 2,358 square meters, a portion of Province property located at the Department of Agriculture on M. Velez Street Brgy. Guadalupe consisting of 1.5 hectares of land and the property on Don Gil Garcia Street on Brgy. Capitol Site, Cebu City consisting of 557 hectares.

In return, the City will turnover a parcel of its properties in South Road Properties (SRP) that is to be designated as a botanical garden consisting of 2.5 hectares located at the back of SM Seaside, the City Septage Treatment Plant consisting of 13,711 square meters along with the City Abattoir consisting of 2,476 square meters and the City’s Pulpogan Property situated in Brgy. Pulpogan, Consolacion, Cebu consisting of 9 hectares.

The Cebu Zoo will also turnovered by the City. (Aljun Cainghog)
