Realignment of P40M Quick Response Fund for 2017 Approved

Gov. Hilario P. Davide III has approved the realignment of the unspent P40 million quick respond fund (QRF) for 2017 intended for this year’s acquisition of transitional shelter, water treatment facility, solar lamps, and early warning system, among others.

Provincial Disaster Risk Reduction Management Office head Baltazar Tribunalo Jr. moved to realign the P40.423 million QRF during the PDRRM Council meeting last Feb 27.

The move to realign was seconded by Provincial Administrator Mark Tolentino and approved by Gov. Davide without opposition.

In his report, Tribunalo stated that of the P40.423 million QRF, P8.623 million will be for disaster preparedness, while the remaining P31.800 million will be for recovery and rehabilitation.

Major items under recovery and rehab are the P10 million transitional shelters for Boljoon landslide victims; P10 million for water treatment facility; and P5 million worth of solar lamps for remote island barangays in Camotes, Sta Fe, Boljoon, Ginatilan & San Remigio.

There are two items under disaster preparedness: P5.123 million for LED screen public information and early warning system, and P3.5 million for rescue equipment.

Tribunalo explained in the council meeting that the unspent amount is part of the P49.8 million QRF for 2017.

Since the full amount was not utilized, it was placed under the Trust Fund.

He said the QRF was not used fully since there were only a few calamities last year that needed immediate response.
