PB Colleagues Recall Kind-Hearted, Generous Teddy Ouano

His colleagues in the Sangguniang Panlalawigan describe the late Provincial Board Member Thadeo Zambo Ouano, popularly known as “Mano Teddy” or “Teddy, ” as a man of generosity, kindness and with great sense of humor.

Provincial Board (PB) Members Raul Alcoseba, Julian Daan, Miguel Antonio Magpale, Joven Mondigo, Arleigh Sitoy, Jude Durano-Sybico, Sun Shimura, Gigi Sanchez and Ivy-Durano Meca came to honor PB Teddy led by Vice-governor Agnes Magpale.

Magpale read and presented the resolution of condolence to the bereaved family of the late board member.

Necrological services followed after the mass held at Ouano’s residence last Tuesday evening.

Governor Hilario P. Davide III also attended the necrological rites together with several Capitol department heads and employees.

Ouano, 71, succumbed to cancer last February 26 at his residence in Barangay Opao, Mandaue City. He was diagnosed of prostate and rectal cancer last year and had been in and out of hospital according to his son, Jonkie Ouano.

Eulogies

“There was never a dull moment with Mayor Teddy. He was often amusing and clever in his remarks even in a serious situation,” says 5th District PB Jude Sybico as he shared his few memories with Teddy.

Sybico recalles that Ouano is fond of giving positive feedback and praise if he finds resolutions or ordinances beneficial. “Mayor Teddy being a giant in politics and me being a neophyte in the same field, that means a lot to me,” Sybico said.

PB Sun Shimura of the 4th district remembers Teddy not just as a colleague but more as a father and good mentor. “He’s a good advisor. He was always helpful and supportive of all PB committees,” Shimura said.

PB Arleigh Sitoy went to describe his partner in the sixth district as a good friend and good example of a public servant. Sitoy commended Ouano’s effort in the passage of several ordinances for the protection of the environment.

“Si Teddy maayong tawo ug kanunay motabang sa mga tawo nga nagkinahanglan. Maayong ehemplo siya isip usaka public servant,” Sitoy said.

1st district PB Julian “Teban” Daan recalls the time he had a heart bypass surgery. Teddy and his wife, Linda were the ones who first visited him at the hospital, brought food and helped him secure money after his operation.

Daan ended his eulogy with a song for Teddy. “Ang maayong binuhatan, dili gyud namo hikalimtan, magpabiling handumanan. Mahal namong kauban, Board Teddy, adios kanimo, ania ka sa among dughan…”

Jonkie Ouano, thanked the Provincial Government and the Sangguniang Panlalawigan for the honor they had given his father.

“He really feels comfortable in the Sanggunian; the working environment is friendly and he’s among true friends,” Jonkie said.

Jonkie said his father enjoyed his job as a provincial board member and always looked forward to the weekly SP sessions.

“He would mention to us ni Mommy Linda nga malingaw gyud kaayo daw siya kada session. It was one of his happiest moments, being in the legislative office,” says Jonkie.

Ouano served three terms as Mandaue City mayor from 1998 to 2007 before he was elected in 2010 to the Provincial Board as 6th district representative.

He sits as chairperson of the committees on Environmental Conservation and Natural Resources, and the Ways and Means. He was also the vice chairperson of the committees on Public Safety, Peace and Order, Public Services, and Commerce and Industry and a member of the committees on Public Affairs and Information, Agriculture and Livelihood, Budget and Appropriations, Human Rights and Labor, and Senior Citizens.

Teddy Ouano is survived by wife Linda and three children Emmarie “Lolypop” Ouano-Dizon, Alfie Ouano and Jonkie Ouano.
