Minglanilla to Develop P1-B Reclamation Project Under PPP Scheme

The municipality of Minglanilla, some 15.4 kilometers south of Cebu City, will undertake a 100-hectare reclamation project that will cost some PHP1 billion under a public-private partnership (PPP) scheme.

Minglanilla, Cebu Mayor Elanito Peña said the project, to be undertaken at no cost to the municipal government through a partnership with the Ming-Mori Development Corp. (MMDC), is expected to generate some 100,000 jobs.

Pena said an international port will be built beside the reclaimed area in Barangay Calajoan and Tulay to connect Minglanilla’s economic zone to the adjacent City of Naga City.

Pena said the reclamation project has been approved by the Cebu Provincial Reclamation Authority (CPRA) headed by Cebu Governor Hilario Davide III.

The CPRA will then endorse the project to the Philippine Reclamation Authority (PRA) and the National Economic and Development Authority (Neda) for approval.

Of the total reclaimed area, 51.84 hectares, will be an industrial zone that will house 54 light industrial manufacturing and assembly plants of both local and foreign locators.

The rest will be commercial, institutional and utilities and residential and mix use zones.

The Minglanilla project is the second PPP reclamation project approved by the CPRA this year, after the 1,500-hectare Cordova reclamation project which was approved last June.

Jose Soberano III, MMDC chairman and president, said the Minglanilla project has the same format as the Cordova-SM Prime Holdings Inc. joint-venture agreement.

Under the Minglanilla-MMDC partnership agreement, 49 percent of saleable land will be owned by MMDC as the private developer, while the rest will be shared by the PRA, Minglanilla and the Cebu provincial government. (PNA) LAP/EB/SSC
