Plunder Raps Filed Vs PNoy, Execs

Militant group Kilusang Magbubukid ng Pilipinas (KMP) on Tuesday filed before the Ombudsman a P125-million plunder charges against President Benigno Aquino III together with several executive officials over the alleged misuse of Malampaya funds.

Kilusang Magbubukid ng Pilipinas (KMP) chairperson Rafael Mariano, in a statement, said the complaint “will show that under the Aquino regime, the DAR (Department of Agrarian Reform) is not only a conduit of big landlords, like the Cojuangcos, in strengthening their control over vast haciendas but a conduit in plundering the nation’s coffers.”

The KMP said Aquino, “in conspiracy with officials” of the Department of Budget and Management and DAR, ordered the released of Malampaya funds for projects that “do not accord” with the law.

The militant group said Aquino’s act of releasing funds for projects not related to those which the law provides lead to the plunder of funds by bogus NGOs.

“His acts of approving the release of the funds to projects or purposes not related to those which the law, specifically Presidential Decree 910, so provides lead to the plunder of the funds by bogus NGOs (non-government organizations) in conspiracy with the officials of the DBM and the DAR,” the KMP reportedly said.

Also included in the complaint were Budget Secretary Florencio Abad, Agrarian Reform Secretary Virgilio delos Reyes, detained businesswoman Janet Lim-Napoles, and pork barrel scam whistleblower Benhur Luy.

In October 2013, the militant group also filed a plunder complaint against Aquino and several government officials before the Ombudsman. It was filed in connection with the controversial P10-billion pork barrel scandal.
