Motorcycle Backrides Now Allowed in Cebu Province

Cebu Governor Gwendolyn Gacia signed Executive Order No. 19, allowing back riding on motorcycles in Cebu Province on Wednesday, June 3, 2020.

Earlier this year, the Department of Transportation (DOTr) banned the back riding of motorcycles due to the danger of transmission of COVID-19.

The new Executive Order regulates the use of motorcycles and permits “private owners to transport a passenger or back rider” as part of a solution on the lack of public transport in the province during the General Community Quarantine (GCQ).

The EO also states that there both the driver and passenger should wear Department of Trade and Industry (DTI) – approved helmets, closed shoes, and observe “applicable mandatory health standards” concerning the effort to prevent the Covid-19.

There shall only be one passenger that is a family member of the driver and the trip should be free of charge.

While back riding is permitted for private motorcycles, Angkas and “habal-habal” are still not allowed.

The EO 19 applies to all 44 municipalities and six component cities in the Province of Cebu. (ASC)
