Cebu City Now Placed in Enhanced Community Quarantine

The Cebu City is now placed under Enhanced Community Quarantine (ECQ) to help prevent the spread of the virus in the city amidst the COVID-19 pandemic.

Cebu City Mayor Edgardo Labella has issued Executive Order (EO) No. 064 placing Cebu CIty under ECQ today, March 28, 2020, at noon.

According to the said EO, residents of Cebu City are mandated to stay inside their homes during the ECQ.

All businesses will be closed during the duration of the quarantine except for select establishments that provide essentials such as

  • hospitals
  • medical clinics
  • laboratories
  • pharmacies
  • drug stores
  • gasoline stations
  • cargo handlers\
  • forwarders
  • shipping lines
  • truckers
  • container trucks
  • container yards
  • water, electricity, cable and telecommunication companies
  • funeral parlors.

The said establishments will be allowed to continue with their operations.

Other business that also offer essential services will be open until 8:00 PM only:

  • food establishments (for take outs only)
  • food manufacturers and suppliers
  • public markets
  • supermarkets
  • groceries
  • bakeshops
  • sari-sari stores
  • water-refilling stations
  • veterinary clinics
  • animal feed suppliers
  • banks and money transfers
  • hardware stores
  • delivery and courier services
  • laundry services

Offices that are exempted will have a skeletal workforce observing social distancing, and have to provide their own transportation for their employees as public transport will be suspended during this time.

During the ECQ, only one family member per household will be allowed to go out to buy medical and food supplies through the ECQ pass.

The Cebu City government has issued ECQ passes to Cebu City residents, non-Cebu City residents, officials and employees of government, and frontliners. The ECQ passes will be distributed house-to-house.

Relief goods for Cebu City will be distributed during this time. People are asked to strictly observe social distancing during the distribution of relief goods. (ASC)
