DOLE-7 Holds Ending ENDO Orientation for Cebu Contractors, Subcontractors

The Department of Labor and Employment (DOLE-7) conducted an Orientation on ending ENDO for  Cebu contractors and subcontractors recently at Harolds’ Hotel.

According to DOLE-7 Regional Labor Communication Officer Luchel Senarlo-Taniza, the Philippine Association of Legitimate Service Contractors (PALSCON), contractors and subcontractors linked with the member-companies of the Industrial Peace Council (IPC) in Shipbuilding and Ship Repair and other agencies in Cebu were grateful for the chance given to them by DOLE-7 to air their issues on the implementation of ending ENDO or the illegitimate practices of contractualization.

PALSON-Cebu Chapter President, Elizabeth de Leon shared some injustices that happened between agencies and principals including, among others, the issue on the payment of the 10 percent administrative cost.

“We are happy that we are given opportunity to air out our concerns especially on the review of Department Order No. 18-A,” said De Leon.

Director Benjo Santos Binavidez of the DOLE-Bureau of Labor Relations (BLR) said that one of the DOLE’s approaches of addressing and eliminating the prohibited practices of contractualization is through the review of the existing implementing rules and regulations of Department Order 18-A.

Benavidez encouraged the contractors and subcontractors present to contribute, participate, and give their inputs in the review of said issuance.

Apart from the review of the IRR of D.O. 18-A, other approaches of ending ENDO would include inspection, being the first track and the endorsement of the Security of Tenure Bill at the Congress.

Laura Evelyn Enriquez of ITC-Shipbuilding and Ship Repair likewise expressed their gratitude for their involvement in the drafting of an enhanced D.O. 18-A.

“Nindot ni nga kita nga naa sa ubos, pangayu-an ug inputs aron pag-umol sa mga balaod kalabot sa pamuo. Nalipay mi ani. (It’s nice that we are being asked of our respective inputs in drafting the law on labor.) Thank you DOLE for the opportunity,” she said.

Director Benavidez said the review is expected to get done after three months.

DOLE-7 Regional Director Exequiel Sarcauga commended the positive response shown by the agencies in Region-7 to the call of the Department for a social dialogue and orientation.

“We want to show our partners that in our pursuit to implement the marching orders of President Duterte with regards to the elimination of ENDO, we also would like to involve them, hear their issues, and consider their inputs before everything gets finalized in the spirit of social dialogue and tripartism,” Sarcauga stressed.

Definitely, the DOLE will adopt and implement the approaches of ending ENDO mentioned during the forum, Sarcauga added.

“As soon as we have polished our plans and strategies, we will be sending our labor laws compliance officers to the different establishments in the Region to conduct assessment and re-assessment,” he said.

He reiterated the main goal of ending ENDO, which is the promotion of the security of tenure of the workers. (jsme/PIA7-Cebu with DOLE7 report)
