CPDRC Inmate Profiling System Proposed

Governor Hilario P. Davide III wants to pursue the University of San Carlos (USC) proposal on an inmate profiling system for the Cebu Provincial Detention and Rehabilitation Center (CPDRC).

The governor wants to see the proposal taken to the next level, which is the possible signing of a memorandum of agreement.

The planned system is designed to rationalize records keeping for the thousands of CPDRC detainees.

As proposed by the USC Community Extension Services and the university’s computer science faculty, the profiling system will include basic data about the inmate, nature of the crime committed, penalty for the said offense, the time he or she is done as of a given date, crime index in general, over-all jail population at a given period, court appearances, inmate’s visitorfrequency, if inmate is overstaying or not and when the inmate is due for release.

According to faculty member Ronilo Olivar, the USC proposal needs the expertise of IT workers/personnel to maintain confidentiality and to keep records securely.

Olivar added that keeping records in digital form will speed up filing and research when needed. Manual keeping of records is a big hassle and time consuming, he added.

What is important, according to Olivar, is records can be shared with relevant government agencies like the Philippine National Police, National Police Commission, and Philippine Drug Enforcement Agency, among others that need a database. (PIO interns Patricia Mae Caño and Jose Jason M. Villarba)
