Three Councilors’ Proclaimation fills City Council Seats

The City Board of Canvassers (BOC) Thursday evening officially proclaimed three more Councilors for first and second districts of Cebu City.

Noel Wenceslao from BOPK completes the first district line up of councilors in the 1st District of Cebu City.

Nestor Archival gained 107, 657 votes which made him topped the list of councilors in the 1st district (north) of Cebu followed by 102, 718 votes of Mary Ann De lo Santos; 97, 315 votes of Alvin Arcilla; 95, 012 votes of Sisinio Andales; 91, 691 votes of Lea Japson; 86, 206 votes of Alvin Dizon; and 84, 115 votes of Nida Cabrera.

Meanwhile, Hanz Abella from UNA with 100, 431 votes and Richard Osmeña from BOPK with 99, 253 completes the councilorial seat of Cebu City’s 2nd district.

The other winners in the 2nd (south) district includes Margarita Osmena of BOPK with 124, 756 votes who topped the City counsel race in the second district of Cebu. Osmena was followed by Gerardo Carillo of BOPK 118, 128 at no. 2; Eugenio Gabuya with 115, 366 votes; David Tumulak with 113, 473; Roberto Cabarrubias with 109, 659 votes, and James Cuenco with 107, 376 votes.

The proclamation took awhile because the Precinct Count Optical Scan (PCOS) machine designated at Barangay Cambinocot failed to transmit the election result which had to be manually fed to the Canvassing Consolidated System (CCS).

The newly elected Councilor Noel Wenceslao was the only one who is present during the proclamation while Osmena and Abella were not around during the formal announcement.

Attorney Ferdinand Gujilde, who handed manual certificate of canvass and proclamation, said those certificates are still provisional because the one treated by the Consolidated Canvassing System (CCS) is going to be the final and permanent certificate.

The City Councilors from the 1st and 2nd district are dominated by the BOPK bets.

Last night Councilor Edgardo Labella was proclaimed Vice Mayor of Cebu.
