Talisay Seeks Help from COA; DBM
The Talisay City government is seeking the opinion of the Commission on Audit (COA) and the Department of Budget and Management (DBM) with regards to the request of Association of Barangay Councils (ABC) to appropriate funds for the upcoming Sangguniang Kabataan and barangay elections.
Budget officer Edgardo Mabunay said they want to be sure if appropriating city funds for said elections will not get them into trouble later on. Mabunay said they had already sent a letter to COA and DBM asking for their opinion.
Earlier the Commission on Elections (Comelec), citing the lack of national funding, urged all barangays to share at least P10,000 for the expenses of the coming elections. Talisay has 22 barangays, and its ABC took the initiative to request for funding from the rich city government.
Talisay ABC president Charles Basillote said the barangays have no funds for the resolution that is why they agreed to ask the city to help them.
