Police Into Beat Patrols Get Advise

Police authorities who are assigned into beat patrols are advised not to stay in areas intended for the security guards of any establishment to avoid suspicions that they (police) are specifically guarding a single entity in the area of their assignment.

This was the final message of Assistant Regional Director Jose S. Concepcion Sr. of the National Police Commission (NAPOLCOM)7 during the TSIP forum held at the police regional headquarters along Osmeña Blvd. Cebu City.

Concepcion said that one time while he was at the Taboan area in Cebu City, he saw two policemen standing and talking to each other in front of the main door of a bank establishment.

Knowing its unethical in the public eyes, he called the said policemen whom he did not identify and told them to go around the area and not to permanently stay there because they might be mistaken as guarding the bank establishment.

“Being tasked to do on beat patrol, they could not be visible in some areas if they chose to stay permanently in one area,” he said.

Concepcion stressed that in beat patrolling, there are at least a tandem of policemen so that there is always a sort of back up in case criminals will attack them.

But he discouraged police to act as guarding a single establishment in an area where they are assigned and they have to follow always the instructions given to them by their superiors.

At the same time Concepcion said everything is ready for the National Crime Prevention Week (NCPW) celebration this coming first week of September 2014.

Prior to the celebration, various activities were already lined up and implemented before the month of September, he added.

Concepcion bared, there were already police trainings and seminars conducted from August 14-22, 2014.

The 77th Talakayan sa Isyung Pulis (TSIP) Forum this morning was also a part of the weeklong police festivities, he said.

Concepcion recalled that the NCPW was conceived through Presidential Decree 461 declaring the first week of September every year as NCPW.

This is being participated by all regions around the country which all activities were earlier agreed upon by all police chiefs in every province of the region. Concepcion said.

He also invited everybody during the opening of the NCPW this coming Monday at 8:00 in the morning at the PRO7 headquarters where a mass will be conducted, followed by some entertainment programs and activities in a whole day affair.

The following days until the celebration ends have already their designated programs prepared by the PRO7 police officers and men.
