PEOPLE’S CONGRESS
Members from the various groups in Cebu launched last Saturday a people’s congress at the Mariners Court availing the Constitutional provision where ordinary citizens are allowed to enact a law. Participants sought to enact a bill that would totally abolish the pork barrel system which, according other militant groups, are still infused within the 2015 National budget through “huge lump sums.”
Last Saturday’s campaign includes a signature campaign that aims to gather at least six million signatures.
Under the 1987 Constitution, the passage of a law through a process of people’s initiative requires “at least twelve per centum of the total number of registered voters, of which every legislative district must be represented by at least three per centum of the registered voters therein.”
Presently, there are 234 legislative districts.
