On Thursday morning, it is projected to be 545 km west of Quezon City.
PAGASA said also Ruby and the Northeast Monsoon will cause rough to very rough sea conditions over the seaboards of Luzon and Visayas.
The agency reminded fisherfolks and those using small sea craft not to venture out over the said seaboards.
