Ormoc Tops Anti-red Tape Checklist in Region 8
Ormoc City, Leyte (PNA) – The local government unit (LGU) here got the highest rating this year for the Anti-Red Tape Act (ARTA) report card survey (RCS) for Eastern Visayas.
This was bared by ARTA regional coordinator Donabel Gay Ferrer who said that the Ormoc LGU got a good score of 89.29 which is 0.71 shy of the outstanding score of 90.
Ormoc’s score is higher compared to counterparts Tacloban in Leyte and Calbayog in Samar, two other pilot cities for the anti-corruption program in Eastern Visayas.
The Civil Service Commission (CSC) administered the RCS on July 2010 as a mechanism to rate agencies’ performance and client satisfaction in terms of frontline service delivery.
Aside from overall client satisfaction, the agencies are rated for compliance with the requirements of ARTA, which are the presence of a citizen’s charter, presence of anti-fixer campaign materials, presence of a manned help desk, and observance of the “No Noon Break” policy.
Ormoc’s rating was based on a CSC survey on Aug. 4-7, 2015 specifically at the Business Permits, Licensing and Franchising Office (BPLFO) at city hall.
The survey was conducted by inspecting the service office and by randomly interviewing 30 clients after they availed of the top three frontline services of the BPLFO to include processing and issuance of Motorized Tricycle Operators Permit (MTOP), processing of MTOP, and processing and issuance of business permit.
The RCS noted that overall, the Ormoc LGU is compliant with the provision of the Anti-Red Tape Act of 2007 as it passed the core areas on compliance with ARTA provisions and overall client satisfaction.
