SYNOPSIS: At 3:00 AM today, the center of Tropical Depression “SAMUEL” was estimated based on all available data at 665 km East Southeast of Hinatuan, Surigao del Sur (06.9 N, 132.2 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is moving West Northwest at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon.
FORECAST: Eastern Visayas will have cloudy skies with scattered to widespread rainshowers and thunderstorms while the rest of Visayas will have also have cloudy skies with scattered rainshowers or thunderstorms, due to TD Samuel.
Palawan and Occidental Mindoro will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
Moderate to strong winds from Northeast to Northwest will prevail over the eastern section of Visayas and its coastal waters will be moderate to rough. Meanwhile, light to moderate winds blowing from the Northeast to East will prevail over Palawan, Occidental Mindoro and the rest of Visayas with slight to moderate seas.
