Medical Assistance Program at JRBGH OKd

Cagayan De Oro City — The 18th City Council during its 9th regular session unanimously approved Ordinance No. 13119-2016, authorizing the city mayor to enter into and sign the Memorandum (MOA) of Agreement with the JR Borja General Hospital and the Department of Health-10, covering the Medical Assistance Program (MAP) to be extended to JR Borja General Hospital amounting to P6,930,000 for the marginalized constituents of Cagayan de Oro city.

Under the MOA, the DOH-10 shall ensure the compliance of all parties of the MAP, as provided for in the guidelines, issue a guarantee letter to JR Borja General Hospital for eligible patients through its Public Information and Assistance Desk (PIAD), among others.

The MOA provides that the JR Borja General Hospital shall facilitate the implementation of approved medical assistance to eligible patients, ensure the availability of medicines, medical supplies, and other health care services needed by the eligible patients and in the event of non-availability of those medicines, medical supplies, and other health care services, it may enter into contract with DOH-10 accredited health care providers (like hospitals, pharmacies) within its area to provide the same to the eligible beneficiaries, secure post audit review from the COA over any and all transactions related to the medical assistance and submit its findings thereof to DOH-10 immediately upon availability, among others.

Meanwhile, the city government shall ensure the availability of medicines, medical supplies, and other health care services needed at the hospital and its compliance of all reportorial responsibilities, and be jointly accountable with the JR Borja General Hospital for all accounts intended to be covered under the program which shall no longer be accommodated and funded by DOH-10 by reason of the termination of the agreement.

The MOA was reviewed and endorsed by the committees on health, sanitation and health insurance chaired by Councilor Maria Lourdes Gaane and on laws and rules chaired by Councilor Ian Mark Nacaya.(JAO/SP)
