K to 12 Displaced Personnel, Encouraged To Avail of Gov’t Supports

The Department of Labor and Employment (DOLE), Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) calls on personnel from colleges and universities affected by the K to 12 Program to avail of various government support programs, offered starting AY 2016-2017 to AY 2021-2022.

These programs are made available to higher education institution (HEI) personnel, teaching or non-teaching, with employments terminated, or contracts not renewed because of the K to 12 implementation. Designed to protect the rights and welfare of these personnel, these government support programs aim to equip them with professional development, employment, livelihood, or entrepreneurship opportunities.

DOLE Adjustment Measures Program (DOLE-AMP)

The DOLE-AMP provides monthly financial support and employment facilitation to displaced HEI personnel to protect them against continued loss of income by covering 3 to 6 months of financial support,. Also, through the DOLE Kabuhayan Program, displaced personnel are given opportunities to upgrade their skills through TESDA programs, entrepreneurship training, and livelihood opportunities.

DepEd Green Lane

Displaced HEI personnel are prioritized by DepEd in the hiring of Senior High School (SHS) teachers. They are given additional points during the hiring process, and matched in terms of location and salary, through the DepEd Green Lane. Once qualified, teachers may apply as part-time or permanent DepEd SHS teachers.

TESDA Programs

TESDA offers regular training programs to displaced HEI personnel for their immediate employment. DOLE endorses the said personnel to their nearest TESDA Provincial Office for the issuance of training vouchers. Also, displaced personnel who aim to teach in the Tech-Voc track in SHS may also avail of the Competency Assessment and Certification provided in TESDA-administered institutions.

CHED Development Packages

CHED offers various grants for displaced personnel such as scholarships, research grants, and professional advancement grants. These grants are available to personnel who are retained in their respective colleges and universities but receive reduced workloads. In addition, HEI personnel who wish to enrich their current instruction and practice with field experience may partner with industries, civil society organizations, and government agencies. CHED is also laying out the program to extend these scholarships and grants to displaced HEI personnel.

The four agencies will conduct a nationwide Interagency Roadshow to help disseminate information on the different government support programs. The schedule of the Interagency Roadshow is as follows: August 26 (Cebu Grand Convention Center, Cebu City), September 2 (Grand Menseng Hotel Banquet Hall, Davao City), and September 9 (Holy Angel University, Angeles City, Pampanga).
