House Spearheads ILP Implementation, Holds Two Successful Dry Runs

(Congress of the Philippines) — Speaker Feliciano Belmonte, Jr. reiterated the commitment of the House of Representatives to fully support the efforts of government to mitigate the anticipated power crunch this summer.

“In the event of a power crisis this summer, which we believe can be averted, we at the House are committed to be part of the solution,” Speaker Belmonte said after the House spearheaded its implementation by staging two successful dry-runs during the last two weeks under the so-called “Interruptible Load Program” or ILP.

Belmonte earlier noted that the House of Representatives was the first agency of government to formally enlist its participation in the ILP scheme in line with the government’s efforts and steps to mitigate the effects of any anticipated power crunch during the coming summer months.

“We are encouraging other government agencies and the private sector to participate in the ILP as we prepare for any possible power scenario during the summer when the demand for power is at its peak,” Belmonte appealed.

The Interruptible Load Program (ILP) is a program developed by the Energy Regulatory Commission wherein Distribution Utilities (DU) and Participating Customers (PCs) enter into an agreement for voluntary full or partial de-loading by the PC for a period of time that is mutually agreed between the DU and PC.

Last January 29, 2015, the House of Representatives and the Manila Electric Company, represented respectively by Speaker Belmonte and Meralco President and Chief Executive Officer Oscar S. Reyes, signed an “Interruptible Load Agreement” or ILA which formally laid down the coverage and terms of participation of the House to the ILP.

House Secretary General Marilyn Barua-Yap disclosed that the House held two successful dry-runs, the latest was last Friday, March 6 and earlier was on a Saturday of the last week of February, both from 10:00 am to 12:00 noon.

“Our Engineering and Physical Facilities Department headed by OIC Deputy Decretary General, Engr. Floro Banaybanay had been preparing for the implementation of the plan under the ILA as directed by Speaker Belmonte,” Sec. Gen. Barua-Yap said.

“As committed by the Speaker, we are dutifully preparing for any possible implementation of the ILP as provided for in the ILA between Meralco and the House of Representatives,” Engr. Banaybanay said.
