Representatives from AS Enriquez Engineering Consultancy (ASEEC) presented before Gov. Hilario P. Davide III a feasibility study and four designs for the proposed 12-story building at the Capitol compound during a meeting on Wednesday.

Last year, the Capitol and ASEEC entered into a P57-million agreement where ASEEC was tasked to come up with a feasibility study and detailed engineering design.

The firm was also assigned to supervise the construction of the building which will start probably this year.

“I asked them na atong paspasan kay duna tay timeline sa proyekto,” Davide told reporters.

The governor said he is considering a private-public partnership (PPP) or used the province’s own money through bank loans to fund its construction.

“I will prefer that the Capitol will not spend a single peso for its construction. I hope the project will start within my term” he said.

The consultancy firm is also set to present their study to the Provincial Board, which approved the project in September last year.

Davide said the ASEEC informed him that the construction of the building will be finished within one and half year or two. He also added that the engineering consultancy firm will only be paid for every accomplished phase of the contract.

The Capitol tower, whose six floors are reserved for government use, will house the command center of the Provincial Risk Reduction and Management Office. It can also serve as one-stop shop for line agencies while other floors can be leased for commercial offices. (Kelvin Canizares)
