Distribution of Syringes to Drug Users a Demonic Program

The Harm Reduction Program, a program that distributes syringes to drug injecting users is imposed by the United Nations Office on Drugs and Crimes on Third World Countries. It complements the RH Program, which is the distribution of condoms, pills and legalization of abortion.

Cebu City has been made the pilot or test area of the program, though syringe distribution has been implemented by the United Nations and its cohort International NGOs, it was stopped or went underground when Republic Act 9165 was enacted on July 4, 2002. There is a provision of the law that penalizes possession of paraphernalia, one of which is syringe.

The prohibition of distribution of syringes strengthened when the Dangerous Drugs Board reclassified Nalbuphine Hydrochloride more known in the brand Nubain as dangerous drugs. In 2008, Senator Vicente C. Sotto, who was then the Chairman of the Dangerous Drugs in the Vienna Convention of the United Nations Office on Drugs and Crimes that the Philippines would never allow the implementation of the HARM, plainly the distribution of syringes to drug users.

Lately, the Cebu City Health Department and an NGO, has put up a center, alike of a shooting range, ironically within the Barangay Hall of Kamagayan. The center was financed by the United Nations Office on Drugs and Crimes. The Cebu City Anti-Drug Abuse Council or CADAC has passed a resolution opposing the implementation of the program. Cebu City is the only City that the program is being implemented.

The Regional State Prosecutor, which has a seat in the CADAC has repeatedly expressed its legal opinion that the HARM is contrary to law, the same opinion has been expressed by the PDEA through its Legal Officer. The Cebu City Police Office has also made the same opinion. The Vice Mayor, Atty. Edgardo Labella who is the Chairman of the City’s Police Coordinating Advisory Council (PCAC) has opposed the program.

But the group and office advocating the distribution of syringes has been bold and brazen of announcing that the distribution of syringes could not be stopped. The Dangerous Drugs Board upon inquiry, through its Assistant Secretary, Dr. Benjie Reyes has said that the DDB and PDEA up to now has not issued a special permit to any entity in Cebu or in the country for purposes of experiment or study for the distribution of syringes.

The United Nations Office on Drugs and Crimes according to a report said that the program for Cebu City has been allocated the amount of $1.3 Million Dollars, could the people fight this demonic program?

Is it not stupid for government who says that possession of paraphernalia is a crime also allows someone to distribute syringes to users? The Drug Menace is Demonic Induced it simply destroys the person and family. Our enemies are not only drug syndicates peddling and manufacturing drugs but also those in government that supports the use of drugs covered in stupid reasons.

Do not be surprised that the next news you will hear is that government is distributing nubain and shabu, just to ensure that drug users will not end up with HIV/AIDS or sniffing a shabu laced with cyanide.
