Davide Answers Concerns of Brgy. Captains
With the help of the Capitol department heads, Governor Hilario Davide III and Provincial Board member and President of Liga ng mga Barangay Celestino Martinez III addressed the concerns of the barangay captains from the 4th district during the district conference at the White Gold House last March 10.
“We are very much concerned about providing answers to the needs of the barangays throughout the province,” Davide said during his speech.
The conference was initiated by the governor to serve as a venue for regular communication between the governor and the barangay captains.
The department heads presented the Provincial Government’s projects and programs. New programs presented will be launched this month while the existing ones were encouraged to be utilized.
During the conference, the barangay captains were informed that the Provincial Government will be launching its “Barangay Legal Outreach Program” to benefit the barangay police or tanods and barangay mediators or lupons.
This program aims to provide trainings and lecture series for the peace-keeping personnel in each barangay for them to be equipped and knowledgeable as volunteers.
Provincial Legal Officer Atty. Orvy Ortega, who will be leading this program, shared that information about search and seizure, law and arrest and the types of arrest will be taught.
The tanods will be trained to preserve evidences from a crime and to properly take pictures for documentations. The lupons on the other hand, will be trained under the representatives of the Philippine Mediation Center. They will learn the techniques and the proper way to handle disputes.
The barangay councilors, especially those who are on their first term, will be trained on how to make resolutions and ordinances. There will also be lectures regarding parliamentary rules and proceedings in a session.
The inaugural launching will be on March 21 at the Municipality of Tuburan.
The governor encouraged the barangay captains to visit the different departments at the Capitol regarding their concerns. He assured that the department heads will be very willing to entertain and answer their questions.
Davide also informed the barangay captains that for now, the Provincial Government is renting some heavy equipment for the rehabilitation of the destroyed provincial and barangay roads. However, he promised that the Capitol will purchase heavy equipment this coming June.
Barangay Captain of La Paz, City of Bogo Marlou Ancajas asked for a mini ambulance during the open forum. Ancajas assured that the mini ambulance is a great help for the eight barangays close to Barangay La Paz since the birthing center is in their barangay.
Davide automatically said the Capitol will provide the mini ambulance for Barangay La Paz as long as they can promise to share it to the other barangays.
Mayor Mariano Martinez of San Remigio, Mayor Celestino Martinez Jr. of Bogo City, Mayor Jose Esgana of Sta. Fe, and Mayor Rex Gerona were also present during the district conference.
