CSC Conducts Fire Officer, Foreign Service Officer Exams on August 16
The Civil Service Commission (CSC) will simultaneously administer the Fire Officer Examination (FOE) and Career Service Examination for Foreign Service Officer (CSE-FSO) this Sunday, August 16, to a total of 7,850 examinees in various testing centers nationwide.
Of the figure, 7,443 examinees will take the FOE that consist both of incumbents at the Bureau of Fire Protection (BFP) who have yet to acquire second level eligibility, and of non-BFP employees as FOE is also open to civilian applicants. The rest of the examinees, numbering 407, will take the CSE-FSO.

The CSC advises examinees to be at their assigned testing venue early on examination day, stressing that gates of examination venues shall be closed to examinees at 7:30 a.m. Those who arrive later than 7:30 a.m. shall not be admitted.
The CSC further advises examinees to have an ocular inspection of their assigned school at least a day before the examination day to maximize time and familiarize themselves with the school location.
Moreover, the “No I.D., No Exam” rule shall be strictly observed and implemented on examination day, the CSC said, adding that failure to take the test will mean forfeiture of examination fee and slot. No request for re-scheduling is allowed.
The scope of the FOE covers fire suppression, fire safety and prevention, fire investigation, BFP administrative matters, and general ability test questions.
On the other hand, CSE-FSO covers verbal ability, analytical ability, numerical ability, and managerial ability.
Examinees should get a rating of at least 80.00 to pass the FOE and the CSE-FSO.
Passers of the FOE will be conferred the Fire Officer Eligibility, a second level eligibility specific and appropriate only to second level ranks in the fire protection service and other functionally-related positions, except for ranks under the Philippine National Police.
The CSE-FSO serves both as a qualifying test and an eligibility examination. As a qualifying test, it forms the first of the five-part FSO Examination administered by the Department of Foreign Affairs (DFA). Thus, passing the CSE-FSO is a requisite to the succeeding parts of the FSO Examination, which are the Preliminary Interview, Written Test, Psychological Test, and Oral Test.
As an eligibility examination, passers of the CSE-FSO shall also be conferred the Career Foreign Service Officer Eligibility. This eligibility, the CSC said, is appropriate to first and second level positions in the government that do not involve practice of profession and are not covered by Bar, board and other laws.
The bulk of examinees for FOE are located in Region IX (Zamboanga Peninsula) with 1,705 examinees, and in Region XII (SOCCSKSARGEN) with 972 examinees. In regions where both FOE and CSE-FSO will be conducted, majority of examinees are registered in National Capital Region (NCR) with 843 examinees; Region V (Bicol) with 824 examinees; and Region X (Northern Mindanao) with 759 examinees.
