CRDRRMC Lays Out P17.93B Rehab Plan for 2018 Typhoon Damages

National Economic Development Authority –Cordillera Regional Director Milagros Rimando presented to the Cordillera Regional Disaster Risk Reduction and Management Council(CDRRC) a P17.93 Billion-worth of Recovery and Rehabilitation Plan for the losses and damages the region incurred during the onslaught of typhoons Ompong and Rosita last year.

Presented in the CRDRRMC full council meeting on Monday (January 14), the plan includes short (1 year) and medium term (2 – 3 year) projects for livelihood/business development, agriculture and fisheries, housing and settlement, social services, physical infrastructure, and cross – sectoral undertakings.

For the financing and the investment requirement, majority or around P16.9 billion will be requested from the National DRRM fund. Regional line agencies’ budgets will shoulder P543.16 million; P338.94M from local government units, and P144.48 M will come from non – government sources.

Rimando stressed that all programs and projects will be guided by the Cordillera Regional Physical Framework Plan 2004 – 2034 and the Regional Development Plan 2017 – 2022 given that 72 percent of the recovery and rehabilitation projects involves physical infrastructures and taking into consideration the very high susceptibility of majority of Cordillera communities to landslides.

The plan is set for finalization by the CRDRRMC through the Recovery and Rehabilitation Committee chaired by NEDA – CAR. It will then be presented to Civil Defense Secretary Ricardo Jalad before its final submission to the National DRRM Council.

The PDNA report shows around P21B in losses and damages in the infrastructure, productive, social and the cross sectors.

To date, the CRDRRMC Response Cluster headed by DSWD is continuously providing assistance and rehabilitation efforts to the most affected communities and population.

CRDRRMC chairperson and OCD – CAR Regional Director Albert Mogol expressed his appreciation to all the council members for their relentless efforts and cooperation in responding to last year’s DRRM challenges.

As the CRDRRMC is now focusing on “building forward better”, guided by the recovery and rehabilitation plan, Mogol calls for a continuing partnership in ensuring disaster resilient- communities in the region. (JDP/CCD-PIA CAR)
