COMELEC Bids Body Post-Disqualifies Smartmatic-TIM
(PIA) — The Commission on Elections Bids and Awards Committee (COMELEC-BAC), in its Resolution No. 9, has ruled to post-disqualify the Joint Venture of the Smartmatic-TIM, the Total Information Management Corp., Smartmatic International Holding, B.V. and Jarltech International Inc. in the first competitive public bidding for the lease of election management system and precinct count optical mark reader or optical scan system for use in the 2016 national and local elections.
In its resolution dated 5 May 2015, the COMELEC-BAC resolved to post-disqualify the joint venture for failure to submit valid articles of incorporation and for failure of its demo unit to meet the requirement that the system shall have at least two (2) storage devices, and shall be capable of writing to the same all data/files, audit log, statistics and ballot images simultaneously.
The COMELEC-BAC also resolved to declare a Failure of Bidding for the First Competitive Public Bidding considering that there is no valid bid proposal tendered.
The bids body then ruled to conduct a mandatory review for the lease of election management system and precinct count optical mark reader or optical scan system and to continue the suspended second bidding, subject to the result of the mandatory review.
The Joint Venture has filed a Motion for Reconsideration before the COMELEC-BAC. (COMELEC)
