City Dads to DWUP: Investigate “Rooms for Rent” in Pulpogan Market

The Cebu City Legal Office and the Division for the Welfare of the Urban Poor (DWUP) have been requested by the City Council to investigate the reported irregularities committed by some unscrupulous persons who converted the village’s satellite market in Barangay Pulpogan, Consolacion into room’s for rent.

It was the Barangay Council of Pulpogan headed by Barangay Captain Roger Linaboc that passed a resolution asking Mayor Michael Rama to investigate on the status of the Pulpogan Resettlement Village’s Satellite Market because it is part of the city-owned property that was purchased by the city several years ago.

The officials of Barangay Pulpogan strongly believed that the actuation of some persons who converted the market building as rooms for rent has violated the law.

“It is a public knowledge that most portion of the satellite market area has been converted into residential houses and even served as room or house for rent,” the barangay resolution reads.

“It is very evident that there is violation and or abuse of authority in the side of the homeowners association officers who have long disregarded or neglected the matter despite their knowledge over the fact,” it added.

DWUP Chief Collin Rosell said he has not receive yet the copy of the barangay resolution and the request of the City Council for him to look into the matter.

Since the lot was purchased by the city more than two decades ago, it is still part of DWUP’s supervision.

Several families whose houses at the port area were demolished by the city sometime in 1980’s were relocated to the 13 hectare-lot in Barangay Pulpogan and the city had constructed a satellite market so that it can be used by the concerned families.

The City Hall records showed that most of the families that were relocated to Barangay Pulpogan still failed to fully paid their amortization to the city.

Consolacion Mayor Teresa Alegado had earlier asked the Cebu City government to renovate the gym that were constructed at relocation site of the former city residents in barangay Pulpogan.
