Capitol Turns Over MRF to Balamban Town
The Cebu Provincial Government turned over a material recovery and composting facility (MRF) to the municipal government of Balamban, Cebu on Tuesday, June 5.
In a ceremony, Genseric Tabanao, Capitol’s Solid Waste Management staff, turned over the ceremonial key to Balamban Municipal Environment and Natural Resources Office (Menro) head Merlita Milan and entrusted it to Lamesa Barangay Captain Wilfredo Alvarado.
Barangay Lamesa, where the facility was built, is located some 12 kilometers away from the town proper. The more than P500,000 worth of rectangular MRF in Lamesa, which sits on a 100-square-meter lot, is made of concrete wall with its roofing secured by galvanized iron sheets.
The construction of the MRF is in line with the administration of Gov. Hilario P. Davide III’s agenda to protect the environment.
“Salamat kaayo sa hinabang gikan ni Gov. Davide (Thank you very much for the assistance from Gov. Davide),” said Alvarado.
Milan also thanked the Provincial Government for the assistance given to the municipality.
In 2017, the municipal government of Balamban closed its eight-hectare dumpsite in Lamesa, some 200 meters downhill from where the newly constructed MRF facility.
Milan said that collected solid wastes are first processed in the town’s central MRF where decaying solid waste materials are placed on a shredding machine, while residual plastics go to pulverizing machine.
The shredded wastes are then fed into the composting facility either in the town’s central MRF or in the Lamesa facility. The powdered plastics, on the other hand, are mixed with other materials for construction purposes.
To accommodate the household wastes of Balamban residents, Lamesa MRF has been divided by sections intended for papers, cartons, tin cans, bottles, busted lamps, plastics and sacks filled with pulverized plastics. Reusable and recyclable materials are sold to potential buyers. Milan added that the municipal government will also put up a composting facility in front of the Lamesa MRF.
Protecting the environment, through proper waste disposal, is one of the 6-Key Development Agenda of the administration of Davide and Vice Gov. Agnes A. Magpale.
The construction of an MRF also addresses health concerns, which is one of the social service roles of the Province to its constituents. This is another key development agenda of the administration.
The other four key development agenda of the Davide-Magpale administration are countryside development; education and technical vocation; infrastructure, tourism and investment promotion; and law and order.
