Capitol-Led ‘Halad’ Serves 4.4T Seniors in Carmen
At least 4,400 senior citizens received food packs and hygiene kits from the Cebu Provincial Government during the northern leg of the ‘”Halad sa Gugma Alang kang Lolo ug Lola” program last Friday, Sept. 28, in Carmen town, Cebu.
Vice Gov. Agnes A. Magpale, in her message, said that the program has the strong backing of Gov. Hilario P. Davide III because one of his priorities is ensuring the welfare of the elders.
Aside from distributing food packs, which consisted of rice and grocery items, the program, through the Office of Magpale, also conducts medical checkup and other curative services for the senior citizens.

Last August, the Capitol launched its free cataract and arthritis operations that aims to help alleviate joint inflammation, which is common among senior citizens. The project is under the senior citizens’ program of the administration of Davide and Magpale.
For Magpale, seniors are the most disciplined sector that is needed in the community, adding that most of them are the ones looking after their grandchildren.
Diosdado Tungal, 67, of Barangay Cantucong, said that the program allowed them to save extra money since most of them are no longer working.
Virgilia Laping , 63, of Upper Natimao-an, in a separate interview, said she is looking forward for the next round of “Halad” next year.
Aside from being grateful for the food packs given to the elderly, Mayor Gerard Villlamor of Carmen said he is also thankful to Davide and Magpale for the construction of the 10-kilometer road project in the town’s uphill villages worth P10 million.
“Nanghinaut ako nga magpadayun inyong hugot nga pagsalig sa kagamhanan sa lalawigan,” said Davide.
Councilor Vicente Laping, who chairs the council committee on social services, also thanked the Capitol for looking after the welfare of the elderly section through the Halad program.
