Capitol Guard Hits Habal Driver
While cleaning his service firearm in Barangay Apas, Cebu City, on Wednesday, a security guard of the Provincial Capitol allegedly hits a habal-habal (motorcycle-for-hire) driver after his high powered weapon accidentally went off.
Governor Hilario Davide III said the incident took place while the guard was on duty and was cleaning his shotgun when it accidentally went off hitting the passing driver in the thigh.
“I hope it’s not serious,” said Davide.
The security guard of the Black Pearl Security Agency, whose name was unverified as of this writing, was assigned at a province-owned lot in Brgy. Apas, Lahug.
Black Pearl is the winning bidder for Capitol’s security agency contract, but the contract has yet to be awarded to it.
The governor said the incident may affect the on-going evaluation of Black Pearl, whose bid documents are still being re-evaluated by the bids and awards committee (BAC). The BAC had discovered some discrepancy in the Black Pearl agency’s requirements.
“This will also perhaps…may have a bearing on the post qualification evaluation conducted by BAC,” said Davide.
Without contract, the Capitol still allowed the Black Pearl agency to secure all its properties, resulting to insinuation that the bidding was a done deal.
