Capitol Grants Insurance, Health, Wellness Program to Employees

An insurance policy on top of the existing benefits awaits employees of the Capitol following the provincial government’s partnership with Insular Health Care (IHC) that took effect on January 2017, a Capitol official said.

Bonifer Nacorda, head of the Human Resource Management Office (HRMO), said that the endowment covers elected officials, department heads, regular and casual employees of the Capitol.

According to Nacorda, IHC will provide additional insurance premium coverage to Capitol workers without deductions from their salary for premium payments.

IHC is a wholly-owned subsidiary of the Insular Life Insurance Company, known as the first and largest Filipino life insurance company with the longest service record in the business for 105 years.

“The coverage of this insurance premium will include health care, health education and wellness program, out-patient as well as in-patient services and group-term life insurance,” Nacorda said.

He explained that members need to present their IDs to avail the services of accredited hospitals and allied health care providers.
However, since the IDs are yet to be released by IHC, employees will have to avail of the reimbursement method for the meantime, Nacorda added.

Since it took effect on January 26, 2017, the Capitol’s human resource department has assigned two staff to help facilitate employee concerns on claims processing and reimbursements with IHC.

Improve behavior output

With the policy, Nacorda expects adjustment with regards to the behavior and job output of the employee, adding that Insular’s offer on wellness consultation will eventually lead to ailment prevention and minimal tardiness.

“(We expect) less absenteeism. Since our employees can now avail of wellness consultations then ailments that can be prevented will be lessened. By lessening their absences, employees become more productive in their work. It will now be up to their immediate supervisors to maximize their potentials,” Nacorda said.

The move of the province, Nacorda said, is in response to the vital need of Capitol employees for an added comprehensive policy aside from what the Philippine Health Insurance (PhilHealth) provides.
