Capitol Begins Screening, Interview of 1,300 Paglaum Applicants
The Cebu Provincial Government started yesterday, May 29, the interview of applicants for the Paglaum Scholarship Program (PSP), with Gov. Hilario P. Davide III and Vice Gov. Agnes A. Magpale asking initial questions on applicants’ personal information.
Davide, in some instances, shared jokes to make the applicants more comfortable during the interview.
Records from the Provincial Women’s Commission (PWC) showed that there are 1,319 applicants from the seven districts of Cebu for school year 2018-2019, but only more than 500 of them will be accommodated.
The series of interviews for applicants, which will last until June 8, has been set by batches. The first batch of applicants (May 29) are those from the seventh district; second batch (May 30) first and second districts; third batch (May 31) fifth and sixth district; fourth batch (June 5 and 6) fourth district; and the fifth batch (June 7 and 8) are those from the third district.
Apart from Davide and Magpale, the applicants will also be interviewed by five officers from the Provincial Employment Services Office, Provincial Treasurer’s Office, a doctor from the Provincial Health Office and two from PWC. Applicants would also be screened by six psychologists from the Human Resource Management Office.
Accepting an applicant for the scholarship program will be based on the following criteria, which have been divided into three parts. Part one include applicant’s personal information, difficulties that he/she endured, and family/parents’ circumstances, which is equivalent to 50 percent. Part two is the applicant’s mental capacity, including previous academic grades and result of IQ test, which is equivalent to 25 percent.
The final part will be the result of the interview and the social case study report, which is equivalent to 25 percent.
Paglaum Scholarship Program is included in the 6-Key Agenda of the administration of Davide under its education and technical training program.
The scholarship aims to help students of Cebu Province who want to continue with their studies but could not afford to do so because of financial constraints.
Under the program, scholars will have P10,000 subsidy for their school expenses, as well as a monthly allowance of P1,500. They are required to maintain a passing grade of 75 percent.
