Almendras: PNoy Administration ‘Clearing the Field’ for Next Administration
(PNA) — Cabinet Secretary Ruben Almendras said the administration of President Benigno Aquino III is “clearing the field, so that the next administration will have a clear field to plant on.”
Almendras, a Cebuano, was the guest speaker of a forum Wednesday in Cebu City organized by the Kapisanan ng mga Brodkaster ng Pilipinas-Cebu Chapter.
Almendras said the administration of President Aquino is doing everything for “job generation and poverty alleviation of the Filipinos.”
He also urged the students who attended the forum to vote wisely in the 2016 national and local elections so that all progress and development of the current administration will not go to waste, he said.
“I am not running for any political position in 2016. But I am urging you, the youth, to vote wisely in 2016,” he said.
He likened the present situation of the Aquino administration to a boat being manned by the President with people within the boat who want to destroy it.
Instead of helping in rowing the boat, he said, some would get a knife and carve a hole.
Almendras also presented to the students the Integrated Economic and Human Development Framework of the Aquino administration.
The administration, he said, is changing its performance-measuring mechanism to “outcome-based budgeting system” from the previous “output-based budgeting system.’
“We were able to save a lot because of this new system,” Almendras said.
He cited the budget spent for the Armed Forces of the Philippines modernization.
He said the government was able to save P1.6 billion from AFP alone because of proper bidding and the amount saved was used in purchasing 47,000 new US-made rifles. (PNA) LAP/EB
