DILG Assessment Team Impressed by CPADAO’s Systematic Program Implementation
Amazed at how systematic the Cebu Provincial Anti-Drug Abuse Office ((CPADAO) implements its programs, the Department of Interior and Local Government (DILG) will adopt and implement the system in the national level, said CPADAO Chief Carmen Remedios Durano.
“They were amazed on how systematized our (anti-drug abuse) programs are, from CPADAO to the town, and down to the barangay level,” said Durano.
On Thursday, Nov. 22, 10 members from the DILG Central Office’s Anti-Drug Abuse Council Project Management Office (ADAC PMO) and personnel from the Philippine Drug Enforcement Agency (PDEA) visited the CPADAO for an on-site validation and verification of the Province’s anti-illegal drug abuse programs.
Durano said that the validation team was also happy after learning that the Province has adopted the anti-illegal drug programs initiated by the National Government.
Earlier, DILG 7 Director Leocadio Trovela wrote to Gov. Hilario P. Davide III informing the latter about the team’s visit to validate and verify the Province’s anti-illegal drug program.
The team will also identify CPADAO’s best practices and how the office managed to overcome challenges encountered by their local ADAC.
Trovela said that these best practices will serve as basis in mapping out policy enhancement and mechanism for the national programs of ADAC.
During assessment process, CPADAO presented its working system titled, “Balancing the Fight Against Illegal Drugs,” which included the CPADAO’s profile, anti-drug strategies, and plan of action (2017-2022); barangay drug clearing program, Sugbo Kontra Droga program, wellness and recovery program, issues challenges and recommendations in the implementation of the anti-illegal drug program.
DILG 7 ADAC in-charge Kym Albrando, in an earlier interview, said that CPADAO’s ADAC and the one supervised by Mandaue City were chosen by the team for assessment because these are two highly performing LGUs in Cebu.
The team was composed of Nathalie Suzanne Punzalan, Inalyn Lapating, Jan Felix de Gucena and Johannes Sebastian Concordia of DILG ADAC-PMO; Hana Rea Tamse of DILG 7; DILG Cebu Province headed by Director Jerome Gonzales, together with Buddy Alain Ybañez and Abel John Pequit; and IO1 May Ann Carmelo, IO1 Johanna Mark Catipay of PDEA.
