P18-B Kawit Deal Approved but Labella Says Otherwise

After a 2-day city council session in Cebu City Hall on Tuesday, August 7, 2018. The majority bloc of BANDO Osmeña Pundok Kauswagan (BOPK) approved the P18-Billion Kawit Deal and the 10 hectare sanitary landfill in Brgy. Binaliw, Cebu City.

The P18B joint venture agreement (JAV) with the city government and Gokongwei-led Universal Hotels and Resorts Inc. (UHRI), and the proposed 10 hectare sanitary landfill at Brgy. Binaliw were approved by 9 councilors of the majority bloc after the minority said to have “walked out” of the session hall last wednesday, Aug 8, 2018.

Vice Mayor Edgardo C. Labella, the presiding officer, in a press conference that was posted on Facebook Live by SunStar, said that the approved Kawit deal and the proposed landfill were not valid.

Labella said that he and the minority bloc Team Rama did not walk out because the session was already adjourned.

He added that it requires a ⅔ vote or 12 votes of the council to approve the said deal and there were only 9 votes that were cast during the session made by the majority bloc.

The tension between BOPK and Team Rama started when the session on tuesday became a 9 hour long session after Vice Mayor Labella, the presiding officer called multiple recesses. The 9 hour session resumed on Wednesday. (ASC)
