DSWD-7 Warns Public against Fake Enumerators
The Department of Social Welfare and Development Field Office VII (DSWD-7) warns the public against fake enumerator who extort money from families in exchange of a promise to include them as beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).
This came after the regional office received a report from a concerned individual in Cebu City.
Listahanan is currently conducting the On-Demand Application (ODA) for the 28,680 households which were not assessed during the second round of household assessment in 2015.
Based on the report, a certain woman introduced herself to the concerned individual as a DSWD employee and that she was looking for 400 families who need help from the government especially those who wanted to become new beneficiaries of 4Ps.
“This person is taking advantage of the ongoing household assessment of Listahanan,” said DSWD-7 Regional Director Ma. Evelyn B. Macapobre.
The fake enumerator asked the concerned individual and her neighbors to list down their names and birth dates. She then asked for the ‘cedula’ and voter’s certificate as requirements.
However, the concerned individual and her neighbors have no cedula and voter’s certificate to present at that time.
Then the impostor volunteered to process the requirements in exchange of Php 128.00 payment (Php 50.00 for the cedula and Php 78.00 for the voter’s certificate) and assured them of their inclusion in the list of possible program beneficiaries.
“We would like to inform the public that we do not solicit money from people for them to become beneficiaries of our different programs especially in the Pantawid Pamilyang Pilipino Program,” said Director Macapobre.
“Right now, we are conducting Listahanan ODA assessment but even if the household was already assessed, it does not mean that it will automatically become a beneficiary of any government program particularly Pantawid Pamilya because as of now, we are not taking in more members,” Director Macapobre underscored.
“All collected information from the household will go through a process using a scientific method called Proxy Means Test or PMT,” Macapobre added.
PMT is a statistical model that estimates the income of household based on the variables included in the household assessment form.
DSWD-7 encourages households to request for the ID number of the enumerators. If they have any complaints regarding their assessment, they can give the ID number to the Listahanan office so that the regional office can verify the complaint and take appropriate action.
