City Pushes OSY to Return School
Cebu City Vice-Mayor Elect Edgardo Labella said the barangay captains and the officials of the Sanguniang Kabataan (SK) should now start to collate data to determine on how many out-of-school-youths (OSY) in their respective places.
Labella said the move is to support the program of the National Youth Commission (NYC) dubbed “Abot Alam,” which targets out-of-school youths aged 16 to 30 years, to encourage them to return to school.
According to the outgoing Cebu City legislator the data gathering should also indicate the reason why these out-of-school youths had stopped going to schools.
Labella had filed a resolution about it before the Cebu City Council and the matter will be discussed during their session this coming Wedneday (May 29).
He said based on the NYC program, those OSY who have not graduated from elementary and high school will be urged by the government to pursue either formal or alternative learning.
The barangay captains and Sangguniang Kabataan officials are designated as coordinators who are tasked to collect the needed data ensuring more accurate information.
Once done, the profiled list will be forwarded to the Department of Education, Commission on Higher Education or Technical Education and Skills Development Authority.
These agencies will then determine the kind of learning suitable for an OSY, whether formal or technical learning.
It was reported that there are approximately four million out-of-school youths in the country.
