(Cebu City PIO) — As the chief executive of the Queen City of the Philippines, Cebu City Mayor Michael L Rama is set to deliver his second State of the City Address or SOCA for his second term on July 4, 2015 Saturday.

In yesterday’s regular Monday morning Flag-raising Ceremony of the thousands of Cebu City Hall employees, Rama bared that he will deliver a bigger and different SOCA to the Cebuanos at 4 o’clock in the afternoon on Saturday at the city’s historical Plaza Independencia.

The People’s Mayor invited all the city hall employees as he will be giving an important announcement during his SOCA, adding that he will also attend and deliver a different message to the City Council’s third inaugural session on July 1 Wednesday.

The mayor enthuses that he chose July 4 as the day to deliver his SOCA because it is the original day of the declaration of Philippine Independence. The United States of America formally recognized the independence of the Republic of the Philippines on July 4, 1946. The day is also known as the Philippine Republic Day and Filipino-American Friendship Day.

Looking back, in 2014 Rama also delivered his SOCA and Inaugural Address in 2013 also before the August Body at the Doña Eva Macaraeg-Macapagal Session Hall, located at the Fourth Floor of Legislative building in Cebu City Hall upon the invitation of the City Council now headed by Vice Mayor Edgardo Labella.

During his first term as the city’s chief executive in the year 2011 and 2012, Rama delivered his SOCA at the Plaza Sugbo fronting the Cebu City Hall’s Legislative Building as he was not invited by the City Council which was led by then Vice Mayor Joy Augustos Young.

This year, Rama invited all members of the City Council. Preparations for the big day and contingency plans are set in case of an unfavorable weather. Everyone is also enjoined to witness the historical activity. (Cebu City Public Information Office PIO)
