PB Backs “Blinker Law” for Non-Motor Vehicles in Talisay
The Cebu Provincial Board has supported the proposed ordinance of Talisay City that bans slow-moving vehicles without reflectors from using the streets at night.
“It has been noted that traffic accidents caused or involving non-motor vehicles particularly trisikads are remarkably increasing especially during night time,” read the approved resolution, which was sponsored by PB member Julian Daan.
“As per observation of Hon. Socrates Fernandez who pushed this ordinance it is imperative that (this) mode of transportation be
regulated to further protect the life and limb of our constituents,” it further read.
Early this month, Talisay City Councilor Socrates Fernandez filed Ordinance No. 2014-18-1 which proposed to bang on the streets non-motor vehicles that do not have illuminating devices.
Under the proposed ordinance, trisikad units must have reflectors or battery-powered blinkers on its front and back so that they will be seen by others during night-time.
Corresponding penalties like confiscation of the unit (on the first offense) and fines (P500 for the second offense and P1,000 or a week-long jail term for the third, and cancellation of the right to operate the said unit on the fourth and final offense) will be slapped to the violators.
The said proposal was referred to the Committee on Laws for study.
