‘320 Prisoners to Transfer to Muntinlupa Next Month’
The Bureau of Jail Management and Penology (BJMP)7 is set to transfer to Muntinlupa penal Colony some 320 prisoners from region 7 this coming November.
J/SInsp. Elsie Aireen R. Alcomendras, community relations chief of BJMP7 last week said this is one way to decongest the over populated jail facilities in region 7.
Although she failed to mention from where among the 34 jail facilities in Central Visayas these insular prisoners be taken and and to be transferred to Muntinlupa, she majority of them will be coming from Cebu, where the highest number of inmates are found, Alcomendras said.
According to Alcomendras, court litigation of cases facing by inmates plays a big role in determining the sentences to be slapped against any prisoners.
She said BJMP jails merely accommodates prisoners who are sentenced by court with less than three year term.
“But those who are sentenced with three years and one day or more, are already considered as insular prisoners and therefore they should be transferred right away to Muntinlupa”, Alcomendras stated.
However, Alcomendras added that majority of inmates in Central Visayas who are languishing in jails now are not yet given appropriate judgement in court.
She added that judicial determination of the inmates’ period to stay in jail is necessary to measure whether they are to serve their sentences within the region or in Muntinlupa.
“If the crimes they committed need heavier penalties, surely they are destine to stay in Muntinlupa penal colony until they ultimately finish their punishment there”, Alcomendras pointed out.
